Scaling confirmed for MBE ECU. *16 /255 +2.5.
Hex A9 = 169. 169 * 16/255 = 10.60. +2.5 = 13.1V.
2 questions:
Offset - i can’t enter 2.5. Only whole numbers i.e. 2 or 3. Is offset value limited to whole numbers only?
With the scaling shown I can’t get a decimal place. How do i get decimal place back?
Fix is to scale everything up by 10 and let Decimal places bring it back down.

A9 = 169. 169 * 160 / 255 = 106, + 25 = 131, displayed as 13.1V.
If you want two decimals just do it again, 1600 / 255, offset 250, decimal places 2.
